General Management for project control. In charge of: Quality Management; Construction Supervision; Project Schedule; Cost Control; Document Control; Use of International Standards: API 650; ASTM and NFPA. Engineering Completion and Safety Policies (OSHA). Monthly presentations to the board of directors, Budget Control and Contract Administration. Procurement Follow up; Commissioning and Plant Start up. The project consisted of onshore and offshore facilities. For the Onshore facilities 16 Tks for fuel storage were built, including three LPG Spheres as well as all the support facilities, such as: topographic survey, earth movement, revision of soil studies, paved roads, drainage, sewage system, buildings, electrical substations; control room; piping; pump stations, valve stations, roads, compressed air station, equipment automation, utilities, etc. Offshore facilities consisting of Mooring Buoy Berth to allow tankers to berth from 300,000 to 490,000 barrels (45,000 to 73,000 DWT) and gas from 10,000 to 40,000 DWT and underwater piping system with their respective valves and connecting hoses to the vessels, to receive and handle up to four (4) products: 87 Octane Gasoline, 95 Octane Gasoline, Diesel and LPG. For the conduction of different fuel liquids to land, 20 Km of subsea pipeline was launched to complete five (5) pipes of 8 ", 12", 16 ", 20" and 26” of ~ 4,000 m each, from the coast to the PLEM (18 m under the sea level), were installed for loading and unloading of vessels.--

Main Accountabilities: -Coordination of the Front End Engineering Design (FEED) done by IMV (Canadian Process Specialist) consisting of: Clusters; Launching of 20 Km of pipeline for fuel gas crossing across roads, rivers, electrical underground facilities and existing piping; Cathodic Protection; Pigging Stations; Tie Ins to existing main station, coordination of engineering for earth movement, contracting of topographic survey, plant internal paved roads, sewage system and complete development of process EOR area. -Participation in the PTR’s (Project Team Review) with stakeholders -HAZOP Coordination -Quantitative Risk Analysis coordination -Managing the PMT Engineering Team -Revision of engineering deliverables with project team -Resolving of technical queries -Implementing lessons learned in other projects -Auditing the QA/QC of the Project -Revision of Cost Estimates done by the Contractor -Revision of Time Schedule for the project -Value Engineering for project design and cost optimization -Control of man hours spent by Contractor as well as change orders due to changes in scope of work. -EPC Contracting.
