The only senior contract specialist for the current Internal Security Force (Lekhwiya) Camp Project with an area of 4 million square meters. The project started in 2011 – and still going on - with a current cost of more than USD $ 2.7 billion. So far, 325 buildings and facilities already constructed like Officer’s Club, Medical Clinic, IT & Security Works, Sports and Training Village, Prison, Barracks, Shooting Range, Search and Rescue, Wind Tunnel Facility, Equestrian Facility, Traffic Control Center, Petrol Station, etc.
CONTRACT LIFECYCLE MANAGEMENT •Prepare/review/revise Contracts and Subcontract Agreements, Insurance, and Contractual Letters •Prepare/review/revise pre and post Contract documents including Engineer’s Instruction, Design/Construction Change Notice, Variation Order, Interim Valuations, and Final Accounts PROCUREMENT AND TENDER ADMINISTRATION •Prepare/review/revise Tender documents and answer Queries • Prepare/review LOI /LOA •Ensure compliance of Tender Bond, Performance Bond, Bank Guarantee, and Insurance Requirements •Review Tender submission and prepare Tender Evaluation - Technical & Commercial •Oversee that the Request for Proposals align with the budget and specifications COMPLIANCE MONITORING •Ensure compliance of Client’s requirements by appropriate interpretation and application of signed Contract Agreement Terms and Conditions •Provide Legal Advice on Contractual issues to Senior Management, raising concerns on matters outside the Contract Scope CONTRACT NEGOTIATION AND ADMINISTRATION •Conduct Negotiation, Award of Contracts, and preparation of Contract Document/Agreements •Ensure that the Award and Administration of Contracts on projects are carried out in accordance with the Company policies and procedures •Monitor the Project Manager/Consultant/Contractor’s progress and performance to ensure goods/services conform to the contract requirements •Check the accuracy of monthly Payment Applications and authorize their release •Collaborate with Stakeholders and Project Team to negotiate and finalize contractual terms RISK ASSESSMENT •Review Extension of Time and any Delay issue •Detect fraudulent activity especially in the application of Interim Payment •Exercise remedies, as appropriate, where Project Manager/Consultant/Contractor’s performance is deficient •Resolve disputes in a timely manner FACILITY MANAGEMENT •Oversee contracts of Facility Management Agent •Oversee contracts and providers for operation and maintenance services •Ensure that basic facilities are well-maintained •Ensure that facilities meet government regulations, health and security standards •Oversee repairs, replacements and renovations •Monitor KPI’s and Providers’ performance--
